Who We Are

Leni Papa-Coppens
Lawyer and International Policy Advisor
Leni brings over 15 years of experience in regulatory reform and policy development. She has worked extensively with prominent international organizations such as the United Nations, the OECD, and the Asian Development Bank. Her expertise spans key policy reforms, comprehensive research initiatives, and capacity-building programs, particularly across the Asia- Pacific and Europe. Leni specializes in policy analysis, negotiation of complex agreements, and multi-stakeholder project management. She holds a Master of Laws in International Business, Regulatory, and Competition Law from Freie Universität Berlin and a Master in Public Administration (JFK and Mason Fellow) at the Harvard University School of Government.
Eleanor Bacani
International Development Specialist
Eleanor is an economist with 15 years of global experience, including over nine years spent with ADB, GIZ, and UN agencies (UNEP, ESCWA, and UNDP). Since 2005, Eleanor has been involved in at least 20 international projects in various capacities; majority of which are at the nexus of sustainable development and inclusive economic growth, with strong private sector and gender lens. She has served as an independent international consultant since 2013, advising on economic and finance sector development projects across Asia, the Americas, and Western Asia. Eleanor’s sector and thematic expertise are energy, transport, green economy and just transitions, and use of country systems, primarily in the public financial management, and fiscal policy and taxation space. She started her career in the public and development finance sector, working as an economist and budget analyst with the US State of Rhode Island’s budget and revenue analysis offices and subsequently, as a bank staff with ADB’s South Asia Department. Eleanor holds applied economics degrees from the London School of Economics and Political Science, the University of Maine, and the University of the Philippines Los Baños.
Benjamin Radoc
Economist and International Policy Advisor
Benjamin has more than 19 years of professional experience as an economist and project manager. His expertise in economic analysis, particularly in merger reviews and antitrust cases, was pivotal during his tenure as Economics Director at the Philippine Competition Commission. Earlier in his career, he served as an economist in commercial banks and consulted for various regional departments at the Asian Development Bank. His research interests include competition policy, consumer protection, and behavioral economics. Benjamin holds postgraduate degrees from the University of East Anglia, the Kiel Institute for the World Economy, and the University of the Philippines School of Economics.
Krystal Tan-Uy
Lawyer and International Policy Advisor
Krystal has over 14 years of experience as a lawyer and policy advisor, specializing in competition and digital technology law and policy, sectoral regulation and policies including energy and telecoms. Since 2016, Krystal has served as Director IV at the Philippine Competition Commission, where she established the national framework for merger notification and review. She began her career contributing to legislative and policy reforms under USAID’s Trade-Related Assistance for Development Project and has held senior roles at the Energy Regulatory Commission and National Economic and Development Authority. Krystal holds advanced degrees in law from King’s College London and the University of Edinburgh, and she earned her Juris Doctor from the University of the Philippines, ranking 7th in the 2010 Philippine Bar Examinations.

Our capacity development advisor has over 15 years of experience in higher education, lifelong learning, and capacity development. His career spans work in government, business, and international development sectors, with notable contributions at the National University of Singapore (NUS) and the UNESCO Institute for Lifelong Learning. He has led capacity development initiatives with organizations such as the United Nations Development Programme and the Asian Development Bank and is pursuing a PhD in Education.
